working on my kongs

i can do kongs but my problem is i see people like jesse la flair and when he does it his legs come above his head and i want to progress to be able to do that and eventually a double kong

Just lift your hips more when you kong. Ground kongs are a great exercise. Dive rolls and kicking up into a handstand also help get you used to the feeling.
