This may be a terrible question, but would it be best to send in the actual video file (avi, mov, mp4) or an uploaded video (youtube, vimeo)?

Windows Movie Maker works for me. If you have Windows 7 it's called Windows Live Movie Maker. Then you just use the "trim" button to cut what you don't want out. You should play around with it.
It's not the best video editting software but it gets the job done.....sorta.
