If he wants to gain weight, he has to increase his calorie intake. Pure and simple. Milk, and a lot of it, will not only give him the calories he needs, but also give him protein, which unless, he wants to gain weight as FAT, he will need to have. Same reason for the steak. Lots of protein. Carbs are great for energy, but you tend to burn through sugars very rapidly, especially if you are active.

People blame their metabolism for a lot of things that are really just poor eating habits. Buck up and take responsibility for what you put into your body.

Milk actually has sugar in it (lactose).  Milk contains all the essential amino acids, calcium, and vitamin D.  This makes it an uber-awesome-super-drink.  It also has fat, so lots of calories to burn through (though the body can use all three macronutrients as energy).

Steak because it is delicious and contains protein and iron :D

A gallon of milk a day is not expensive and not silly.  It is the best way to gain weight quickly when you couple it with a high intensity strength program.

How much is a gallon, anyways? Would it be more beneficial to just drink 3/4ths or 1/2 to 'save' money for the average college/high student, while supplementing the lost calories/nutrients with other sources?

It depends on locale -- but in Colorado a gallon of milk is 1.50-2.50 depending on where you buy it.  In NYC, its 2.50-4.00.  It can vary quite a bit but compared to other foods (that also go up in price based on location) it is VERY cheap.  Anyone who wants/needs to do GOMAD doesn't do it because it's too hard or too expensive is making excuses.

I know if all I was able to do was to drink milk, and that's it, that I would "Go Mad".

but then when you can eat all day and you dont gain weight, what do you do? my fricken metabolism is retardedly high...

Then you need to man up and eat more.

Post everything you eat in Fitday and then post back here. My guess is you're not eating in excess of 3000 kcals. No skinny person usually is.

i kno im not.

right now, im stuck on post and can only eat what they feed me. 4 meals total a day. breakfast, lunch, dinner, midnight snack.

when im at home, i was supporting me, my mom, my little bro, and little sister...now i'm moving away to go to college and itll be me and 2 other traceurs with me. hopefully i can put some weight on then...

but the most weight i ever got up to was 160lbs. thats when i was living with one of those traceurs i mentioned above. now that were getting back in the same house, ill have motivation to get back up there...

GOMAD has worked wonders for me, but even now it's only maintaining. I've had to up it to gallon and a half a day, plus whatever else I can manage to eat, too. That means at a bare minimum, I'm getting 3600 kcals and 194g of protein. at least.
I'm naturally a skinnyf#ck, and while my genetics made it harder for me to gain weight, it did NOT make it impossible.
Milk's great because I can take it in in larger amounts much easier, being a fluid, and it's relatively portable (given you can refrigerate it). No need to reheat (or have it taste bad from reheating or other BS), cook, prep, or anything like that. It gives you a very well defined target to hit for the day, and the satisfaction of finishing it. Great stuff.

Funny enough, I've got a gallon sitting next to me right now that I'm working away at as I type this.

Yeah - its totally a preference thing.  Personally, I perform MUCH better in the morning on my strength workouts before I have eaten any food.  When I was in the swing of things I wouldn't eat for about 14 hours before workouts.

Some people thrive on that, others flounder.  Gotta just experiment! :)
thats because when you work out before you eat its better :)
